14 Mile Road Construction Proceeds
An approximately 2-mile, $4 million asphalt resurfacing project on 14 Mile Road between Greenfield Road and
Crooks Road in Birmingham and Royal Oak began in April and it is expected to be completed in October.
Florence Cement Company, Inc., of Shelby Township is the prime contractor for the project. The project includes
the replacement of curbs, concrete approaches, driveways, sidewalks and sidewalk ramps.
The road is four lanes, two eastbound and two westbound, with one or two left turn lanes in certain areas. A 2-½-
inch layer of 4E10 hot mix asphalt (HMA) leveling course and a 1-½-inch layer of 5E10 HMA wearing course is
being placed on the project. A concrete island will be constructed in the center of the roadway immediately east of
“One challenge was in the coordination with utilities in order to get repair completed on their manholes. However,
once we found the correct people, the coordination between us and the utility worked perfectly,” Frank A. Prano,
P.E., project manager/estimator for Florence Cement, Inc. said. The other challenge on the project has been the
varying lane widths.
Subcontractors on the project include Merlo Construction, of Milford (concrete work); Fort Wayne Construction
(reconstruction of catch basins and manholes); J. Ranck Electric, Inc. (traffic signal alterations); Johnny Heinz
Landscaping LLC, of Saginaw (restoration); Monument Engineering Group Associates, Inc., of Fowlerville
(surveying); PK Contracting, Inc., of Troy (pavement markings) and Poco Inc., of Canton Township (permanent
signs, attenuators and barricading).
Additional subcontractors include Shaw Contracting Company, of Bay City (HMA milling); TTL Associates Inc.
(material testing) and National Industrial Maintenance, Inc., of Dearborn (pavement cleaning and silt sacks).
The project is being done under a Michigan Department of Transportation (MDOT) Local Agency Program
contract. Spalding DeDecker is overseeing the project. Engineering services are being provided by the city of
Royal Oak Engineering Department.
Material quantities on the project include 1,157 square yards of pavement removal; 1,922 square yards of
sidewalk removal; 6,755 feet of modified curb and gutter removal; 3,138 square yards of modified pavement

Roadtec RX-900e milling machine on the 14 Mile
